You're forgetting the exult tokens that are banners, shieldwall, etc., so you're reading the panic exceptions wrong... you're assuming too much by Exulted. Its a fair point. The brute corruptors could be in the fleshdrunes command but would have to bind to a brute unit or a drune brute unit at which point their ubiquity doesn't matter. So - superfluous rule?
