Wulf Howls

For the Anglecynn wulfas, freawulfas, and really all wolf-like creatures in general, it says they can Howl while off the board and under Flank Orders. In this case, if they Howl, it adds +1 to their Flank Roll. When they come on the board (if they pass the roll) in that same hour, do they also get the other benefits of the Howl, such as becoming Exalted, Frenzied, choosing a Charge Target, etc? Or do they only get those benefits from an "on-the-board-already" Howl?

Yes they do, assuming they pass their Flank Roll... if you don't, it's wasted ;o)
