In the muster rules it states that you can Field/ muster Warriors With higher authority than the general, but then they must be fielded as individuals. Does this mean that I can muster Ophios as an individual? Would be cool to have him running on his own, casting invocations and dropping a Hydra in the midst of the enemy.

Yes you can, but you cannot rely on his AUTHORITY or FORTITUDE for anything - and nor can he Join a unit. There are many disadvantages to doing so, but it's entirely possible.
