Troll Gothi (Lightning Invocations): these include Lightning Bolt, Shocked, and Forked Lightning as they directly inflict lightning damage. Does this also include Thunderous Skies? The resulting weather state has the potential to inflict lightning damage, but may not depending on rolls.
The Panic test caused by Thunderous Skies. Since profiles take precedence over the rulebook, does it truly apply to ALL enemy units or are some exempt (i.e., feral, fearless, etc.)?

No, because the invocation doesn't cause lightning damage; the weather does.
No, it's just a Panic reaction. You'll see under the Panic reaction requirements what it will affect.
