Minimum distance from friendly units

I noticed in a couple places (deployment, chase, flee, breakthrough) that friendly units can't end their move within 1" of another friendly unit, but does this restriction apply at any other time? Can friendly units "mingle" when moving normally?

No. See the 3.8.5: MOVING THROUGH subsection, p108.
