When you decide orders

Hi Rob,
Quick query when should you normally decide what you want your commands orders to be?
I remember many moons ago (probably one of the Sheffield events) you mentioned it should be done at list writing level. After being asked after realising I missed the orders part of the Player Pack for the Skirmish I have had a look at section 4.1.1 it mentions you choose the orders and note them down secretly after positioning.
This has led me to be a bit confused as I have always done it before turning up as a result of our previous conversations.
