I’m rereading the rulebook and a I have a question about initiative.
1. Force the initiative only a general can preform this once a game. Can he do it at anytime or when he has the intiiative?
2. Can you retain the initiative and than force the initiative?

Only when he has the initiative. It's part of the Activation Sequence, p120.

p125: 4.2.5.1.1: GENERALS

"Generals cannot retain the initiative after forcing the initiative".

Generals can't, but other commanders can.
