Replacement generals and woe tests

If your general dies and your commander with the highest authority has chased a unit off the field of battle, are they still eligible to be considered as the replacement general? They're still active but they're not currently on the field of play? If not, what happens when they return to the battlefield and they've got a higher authority than the replacement general that was picked instead?
Does a replacement general (and any unit they're attached to) have to take a woe test on their fortitude as well or are they considered to have passed the woe test automatically if they're the candidate to be selected as replacement general?
