Ieuan Longshore - Brythoniaid muster

Since Ieuan has forester and scout, could he have helwr as sworn and pledged options in his Brythoniaid muster? Also, he is missing the "bind" for Taranau from his muster entry.

I don't see why not, but only if he's a Brythoniaid commander.
