Or is it just the monstrous units and single monsters?

As it says on their profile:

A Goad-Drune unit may Bind to any one Ysian Monstrous Infantry unit, Ysian Beast unit or Ysian Monstrous Beast unit either when mustered or, if they are from the Goad-Drune unit's own host, during a battle.
